Residents across parts of Utica have been on edge in recent days as reports of shots fired brought heightened concern to neighborhoods already dealing with ongoing public safety challenges.

According to the Utica Police Department, officers assigned to the GIVE Unit developed a suspect vehicle connected to one of the reported incidents. Police said investigators, along with assistance from the Tactical Unit, stopped the vehicle on May 25.

During the stop, officers reported observing a male in the backseat making movements toward his jacket. Police say officers then noticed what appeared to be a handgun protruding from the jacket.

Authorities stated the individual, later identified as a 16-year-old male, was removed from the vehicle and secured. Officers reportedly recovered a loaded 9mm ghost gun equipped with a 27-round extended magazine.

Police say the weapon was test fired and shell casings were entered into the NIBIN system for further analysis to determine whether the firearm was connected to earlier incidents under investigation.

The juvenile was charged with:

  • Criminal Possession of a Weapon in the Second Degree
  • Criminal Possession of a Weapon in the Third Degree (High-Capacity Magazine)
  • Criminal Possession of a Firearm

Due to the suspect’s age, police have not released his identity.

The department says it plans to continue proactive enforcement efforts in identified hotspot areas using ShotSpotter acoustic detection, city camera systems, NIBIN technology, license plate reader systems, and partnerships with local outreach groups.

This latest incident raises serious questions many in the community continue asking:

Are enough tools being deployed to stop gun violence before shots are fired?
Do residents feel safer with this level of enforcement?
What more needs to happen this summer to keep neighborhoods safe?

We will continue following this story as additional information becomes available.
