People across the Chaumont area watched emergency lights flood the shoreline Friday afternoon after reports came in that someone had fallen into the water from a small aluminum boat traveling through the bay. Rescue boats, emergency crews, and helicopters quickly filled the area as first responders raced against time hoping for a different outcome.
According to New York State Police, troopers from SP Watertown were dispatched around 2:50 p.m. on May 15, 2026, alongside the Chaumont Fire Department, Cape Vincent Ambulance, the Jefferson County STAR Team, and the Jefferson County Sheriffβs Office after receiving reports of a subject in the water. As the search expanded, additional assistance was requested from the City of Watertown Fire Department, the Henderson Fire Department fire boat, and LifeNet helicopter crews.
After what authorities described as an extensive search effort, the sole occupant of the boat was recovered from the water by the New York State Police Underwater Recovery Team. The victim was identified as Ryan J. Cloe, 21, of Carthage. Officials stated he was pronounced deceased at the scene and was not wearing a life jacket.
