Concern spread quickly across the Rutland area Sunday morning as law enforcement activity intensified outside a residence on State Route 3. Residents nearby reportedly watched as Troopers secured the scene and specialized bomb disposal personnel were called in following a potentially dangerous discovery inside the home.

According to New York State Police, on May 25, 2026, at approximately 10:32 a.m., Troopers responded to a residence for a report involving an individual experiencing a mental health crisis.

When Troopers arrived, they made contact with Joshua L. Stephens, 33, of Black River, outside the residence. During their investigation, police say they learned Stephens allegedly possessed a suspected improvised explosive device inside the home.

Troopers then entered the residence and located what appeared to be a suspected pipe bomb sitting on a kitchen table.

Authorities immediately evacuated the residence and requested assistance from the New York State Police Bomb Disposal Unit.

Police say the device was safely disassembled by bomb technicians and secured as evidence without further incident.

Following the investigation, Stephens was arrested and charged with:

  • Attempted Criminal Possession of a Weapon in the Third Degree (Class E Felony)

State Police say Stephens was issued an appearance ticket and is scheduled to appear in Jefferson County CAP Court on June 14, 2026, at 5:30 p.m.

He was later transported to Samaritan Medical Center for evaluation.
