According to community-submitted concerns, public statements, and previous public safety discussions reported by TVOTT Hillbilly News, ATV and dirt bike activity continues to be a topic of conversation in parts of Herkimer County, including the Town of Norway.
The discussion follows earlier reports involving ATV, UTV, and dirt bike concerns in the Town of Russia, where residents and law enforcement discussed roadway riding, noise complaints, and safety concerns.
More recently, TVOTT Hillbilly News has received additional community concerns involving:
- Reported ATV and dirt bike use on public roadways
- Alleged riding involving minors
- Noise concerns in residential areas
- Questions about safe and legal riding locations
A public Facebook post made on April 13, 2018, by Town of Norway council member Perry Siver also addressed complaints involving ATV and UTV riders in the area. In the post, Siver encouraged riders to reduce speed and noise in residential areas and urged respectful riding practices.
At this time, TVOTT Hillbilly News has not independently verified all recently submitted claims or whether any official enforcement actions have resulted from current complaints.
TVOTT Hillbilly News has reached out for additional comment regarding ATV safety, local riding guidelines, and how riders and residents can better coexist within the community.
Residents are encouraged to follow all New York State ATV laws and operate only in approved and legal riding areas.

LEGAL DISCLAIMER We report what’s in official records and what’s being said at the time—that’s our job. But let’s be clear on one thing… EVERYONE IS INNOCENT UNTIL PROVEN GUILTY BY A COURT OF LAW. Charges are allegations, not convictions. That’s why we always leave the door open for updates and for anyone involved to share their side. If new information comes out, we’ll update it. We’re here for transparency and to keep the public informed—not to decide guilt.
