According to the New York State Police, Harvey J. Dingman, 51, of Vienna, was arrested on May 6, 2026, following an investigation into a National Instant Criminal Background Check System (NICS) denial related to the attempted purchase of a firearm.

State Police reported the investigation was conducted by the New York State Police Counter Terrorism Intelligence Unit – NICS and the New York State Police Oneida Bureau of Criminal Investigation after a NICS denial was reportedly received through the Crime Analysis Center.

Investigators allege Dingman attempted to purchase a rifle at the Walmart Supercenter in the City of Rome on April 20, 2026, and allegedly provided false information on a federal firearm purchase form during the transaction.

According to State Police, the attempted purchase was denied due to what authorities described as a prior disqualifying conviction that allegedly prohibited firearm possession or purchase under New York State law.

Police stated a search warrant was later executed at Dingman’s residence where investigators reportedly located and seized three long guns. Authorities further allege one of the firearms was not properly secured inside the home.

Dingman was charged with:

  • Falsifying Business Records in the First Degree (Class E felony)
  • Attempted Criminal Purchase or Disposal of a Weapon (Class E felony)
  • Three counts of Criminal Possession of a Weapon in the Fourth Degree (Class A misdemeanor)
  • Failure to Safely Store Rifles, Shotguns, and Firearms in the First Degree (Class A misdemeanor)

According to publicly available court-related posts, Dingman was previously arrested in 2017 following an Oneida County Sheriff’s Office investigation which later entered a guilty plea in Oneida County Court to Endangering the Welfare of a Child.

However, authorities have not publicly confirmed whether that prior conviction was the specific disqualifying factor referenced in the 2026 firearm investigation.

At this time, additional court documents and further clarification from law enforcement have not been publicly released.

Dingman was issued appearance tickets returnable to Rome City Court and Vienna Town Court on June 2, 2026.
